Public Notice for 2020-2024 Consolidated Plan Substantial Amendment

In accordance with Adams County’s Citizen Participation Plan and the U.S. Department of Housing and Urban Development (HUD), Adams County is providing the public an opportunity to comment on a Substantial Amendment to the 2020-2024 Consolidated Plan. The Substantial Amendment will result in adding Commerce City to Adams County’s HOME Investment Partnerships Program Consortium. Citizens shall have from the date of this publication until 5:30PM on September 2, 2022 to respond to any of the proposed changes. Adams County will then consider any such comments and, if deemed appropriate, modify the changes when amending the 2020-2024 Consolidated Plan. The amended Consolidated Plan will then be submitted to HUD for review and approval. The draft Consolidated Plan amendment can be viewed by clicking here. Upon at least 48 hour notice, Adams County will provide for interpretation or translation services to meet the needs of non-English speaking residents. The County will also take appropriate actions to serve the needs of persons with disabilities. UU., el Condado de Adams brinda al público la oportunidad de comentar sobre una Enmienda Sustancial al Plan Consolidado 2020-2024. Public Notice for the 2020-2024 Citizen Participation Plan (CPP) Amendment

This document includes the intended amendment to the 2020-2024 CPP.  The change is necessary to allow Commerce City to participate in the Adams County Home Investment Partnerships (HOME) Program consortium. Citizens shall have 14 days from August 10, 2022 to respond to the proposed changes. Adams County will then consider any such comments and, if deemed appropriate, modify the changes when amending the 2020-2024 CPP. Changes will become effective on August 25, 2022.

Este documento incluye la enmienda prevista al CPP 2020-2024. El cambio es necesario para permitir que Commerce City participe en el consorcio del programa Home Investment Partnerships (HOME) del condado de Adams. Los ciudadanos tendrán 14 días a partir del 10 de agosto de 2022 para responder a los cambios propuestos. DRAFT ANNUAL ACTION PLAN (2022)

COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM

HOME INVESTMENT PARTNERSHIPS PROGRAM

NOTICE is given that a draft of Adams County’s Program Year (PY) 2022 Annual Action Plan (AAP) for the use of federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds from the U.S. Department of Housing & Urban Development (HUD) will be available for a 30-day public comment period. Notice is also given that a public hearing will be held to allow the public to review and make comments. 

An AAP is developed each year to fund activities that address the housing and community development needs identified in the Consolidated Plan. It was noticed by HUD that in PY 2022 Adams County will receive an estimated $1,417,617 in CDBG funds and $1,307,955 in HOME funds. Additionally, Adams County will use prior-year resources to supplement PY2022 funding with $254,621 for CDBG and $1,803,939 for HOME. HUD funds are intended to benefit low- to moderate-income persons in Adams County. The proposed budget will be:

Public Services: $150,000

CHDO Reserves: $925,192

30-Day Public Comment: Citizens can view the draft plans from June 23, 2022 to July 25, 2022 at the Community & Economic Development offices at 4430 S. Adams County Parkway, Suite W6200, Brighton, CO 80601, and can also be viewed and downloaded from the County’s website by clicking here. Public comments regarding the draft PY 2022 AAP can be submitted by mail, delivered to the address above or via email at [email protected].

Public Hearing: A public hearing will be held to review and discuss the draft PY 2022 Annual Action Plan. The hearing will be held on July 26, 2022 at 9:30 A.M. Residents are encouraged to attend and participate.
