The federal Tax Cuts and Jobs Act of 2017 established the Opportunity Zones program with the goal of encouraging economic development in urban and rural areas that have not kept pace with the rest of the county’s growing economy. The program provides tax incentives for private investors to direct unrealized capital gains into funds dedicated to projects within these zones. To provide guidance and vision for the development of the nine zones within Adams County, the Board of Commissioners has created an Opportunity Zones Task Force.
“In our pursuit of becoming the most innovative and inclusive county in the United States, Adams County believes Opportunity Zones set the stage for economic prosperity,” said County Manager Raymond H. Gonzales. “As one of the fastest growing counties in America, we are positioned to become the economic development hub of Colorado.”
The county’s Opportunity Zones Task Force will build a successful framework for development in these nine areas that is innovative in its approach and inclusive for the community. To properly advocate for diversity within the zones, the task force is composed of community stakeholders, municipal economic development professionals, private landowners, and housing advocacy groups appointed by the Board.
“Every Opportunity Zone within Adams County is full of exciting prospects,” said Board Chair Steve O’Dorisio. “We want to ensure the projects are not simply for the sake of development, but that they are conscious of the social and economic needs of the communities where they are located.”
The first meeting of the county’s Opportunity Zones Task Force is Wednesday, July 17, at the Adams County Government Center, 4430 S. Adams County Pkwy., Brighton. The task force’s short-term goal is to develop a cohesive strategy to bring intelligent investment and growth to the Opportunity Zones in Adams County.

Governor Polis Orders Flags to be Lowered to Honor Former Colorado State Senator Keith King
DENVER- Last week, Governor Polis ordered flags to be lowered to half-staff to honor former Colorado State Senator Keith King on the day of his memorial. The memorial has been scheduled for Wednesday, February 21 and flags are to be lowered that day from sunrise to sunset on all public buildings statewide.

Adams County Health Department (ACHD) Supports Colorado Department of Public Health & Environment’s Recent Action to Protect Clean Air for All
Today, the Colorado Department of Public Health & Environment (CDPHE) announced the largest state enforcement package against a single facility for air pollution violations to Suncor refinery in Commerce City. Suncor must pay at least $10.5 million toward penalties and projects due to air pollution violations from July 2019 through June 2021. This action is a step toward holding Suncor more accountable for past violations and requires the refinery to take steps to prevent future violations.

Adams County, VOA Colorado, DRCOG, and Senior Hub Seek Volunteers to Deliver Meals to Older Adults
The nonprofit Senior Hub recently reported it was running out of funds to continue supporting its Meals on Wheels program in Adams County. To ensure Senior Hub’s existing clients continue to receive meal delivery services, Adams County has partnered with Senior Hub, Volunteers of America Colorado (VOA Colorado), and Denver Regional Council of Governments (DRCOG) to fund emergency meals while a long-term strategy is developed to continue these services for older adults into the new year.

Adams County Commissioners Award More Than $8 Million in Open Space Grants
On Tuesday, Dec. 12, the Adams County Board of Commissioners (BoCC) awarded more than $8 million in open space grants for 16 projects thanks to the voter-approved Open Space Sales Tax. Funding for the fall 2023 grant cycle came from revenues from the first half of the 2023 Adams County Open Space Sales Tax, which was passed by Adams County voters in 1999, and in perpetuity in 2020.

Adams County Celebrates National Adoption Day
On Thursday, Nov. 16, 18 children in Adams County welcomed a new start on National Adoption Day. A special celebration took place at the Adams County Justice Center, 1100 Judicial Center Dr., Brighton.
The Board of County Commissioners, Human Services Department, and the 17th Judicial District hosted the adoptive families. Adams County projects a total of 130 adoptions will be finalized by the end of the year.
