The CDBG program is funded by the U.S. Department of Housing and Urban Development (HUD), and was created to improve the physical, economic and social conditions for low to moderate income populations.

Currently, only designated local governmental agencies, known collectively as the Urban County, are eligible to apply for Adams County CDBG funding. Urban County members include the cities of Brighton, Northglenn, Federal Heights, the Town of Bennett, and unincorporated Adams County.

 

Eligible projects include:

  • Infrastructure;
  • Public facility improvements;
  • Housing rehabilitation; and
  • Public services.

Any project or program funded with CDBG funds must meet specific eligibility criteria per HUD regulations (24 CFR part 570), address local priorities and objectives as outlined in the 2020-2024 Consolidated Plan, and meet a national objective of the program as prescribed by HUD. These national objectives include:

  •  Benefit low to moderate income persons;
  •  Prevent or eliminate slum and blight conditions; or
  •  Address an urgent community need.

HOME

The HOME Investment Partnerships (HOME) Program supports activities that increase and maintain the supply of permanent, affordable housing for low- to moderate-income residents. Funds are used for a variety of activities such as new housing construction, acquisition, housing rehabilitation, and down payment assistance. The HOME Program provides funding for affordable housing projects in partnership with government, nonprofit, and private organizations.

Any project or program funded with HOME funds must meet specific eligibility criteria set by HUD (24 CFR part 92), address local priorities and objectives as outlined in the 2020-2024 Consolidated Plan, and meet a national objective of the program. The national objectives of the HOME program are to:

  • Increase the supply of decent, affordable housing to low- and very low-income households;
  •  Expand the capacity of nonprofit housing providers;
  •  Strengthen the ability of state and local governments to provide housing; and
  •  Leverage private sector participation.

Applicants seeking HOME funding must be qualified Community Housing Development Organizations (CHDO’s), Public Housing Agencies, For Profit Developers and/or Nonprofit Organization (501(c) 3 or 4). 

As the Participating Jurisdiction (PJ), Adams County is the leader of a “HOME Consortia.” Adams County is responsible for allocating HOME funds to the cities of Commerce City, Thornton, and Westminster, who are all Consortia members. 

A certain percentage of the annual HOME allocation are set aside for certified CHDOs. In order to qualify for designation as a CHDO, the organization must apply to Adams County Community Development and must meet certain requirements pertaining to their legal status, organizational structure, capacity, and experience. Community Enrichment Grant

This Adams County grant provides financial support to nonprofit and publicly supported organizations to operate human service programs that improve the health, welfare, and quality of life of Adams County residents. The grant can be used to fund services that are provided directly to an individual or people. Applicant organizations must be registered and in good standing with the Colorado Secretary of State.

Grant Schedule for 2023

  • 2023 Application Submittal - February 1st - March 1st at 4 p.m.
  • Award presentation – August 1 at 9:30 a.m. Adams County Government Center, 4430 South Adams County Parkway
  • 2023 Grant reports due Friday, Jan. 19, 2024 by 5 p.m.

Grant Application

Adams County will accept applications starting Wednesday, Feb. 1, 2023, through the application deadline of Wednesday, March 1, 2023, at 4 p.m. Organizations can submit one application. Only complete applications submitted by the deadline with the required attachments will be considered for funding. Submit application and other documents to [email protected]

If you do not receive an email reply to your application within 24 hours of submitting your application, please contact Nicole at 720-523-6902.  Please note: if we do not receive an application, most times it is because the email size is too large to make it through your organization's network system. Sending the documents in a zip folder or sending the applications and documents in two separate emails tends to resolve this issue.  

Grant Report

Organizations that are awarded grants in 2023 must complete and submit the CEG Grant Report by the deadline.

Community Services Block Grant (CSBG) Program provides a range of services and activities having a measurable and potentially major impact on the causes of poverty in the community, or those areas of the community where poverty is a particularly acute problem.
