Applying for CDBG & HOME Funding

CDBG Eligibility: Currently, only designated local governmental agencies, known as the Urban County, are eligible to apply for Adams County CDBG funding. Urban County members include the cities of Brighton, Northglenn, Federal Heights, Town of Bennett, and unincorporated Adams County.

HOME Eligibility: Applicants seeking HOME funding must be qualified Community Housing Development Organizations (CHDOs), Public Housing Agencies, For-Profit Developers, and/or Nonprofit Organizations (501(c) 3 or 4).

In order to qualify for designation as a CHDO, the organization must apply to Adams County Housing Policy & Community Investments and must meet certain requirements pertaining to their legal status, organizational structure, capacity, and experience. To become certified as a CHDO, please contact Ric Reed, Housing & Community Investments Analyst, at [email protected] for an application and more information.

Funding requests must be in alignment with the purpose of the grant and demonstrate how the services benefit Adams County residents.

CDBG & HOME Submission: When the application cycle is open, eligible applicants can contact Melissa Scheere, Housing Policy & Community Investments Manager, at [email protected] to receive an application and more information.

Review and Selection: Applications will be reviewed for eligibility. Eligible activities will be presented to the Board of County Commissioners (BOCC) for review of funding allocations via Study Session. Subsequently, a public hearing will be held to allow for public comments and final approval from the BOCC. Applicants will be notified of the final determination of eligible projects and funding allocations.
