Lucas Workman

Lucas is an experienced economic development professional with a passion for improving the social well-being of others through public service. Lucas grew up in Greeley, CO, is a CSU alumnus, and currently lives in Denver with his wife and two pets. He has over 15 years of professional experience working for nonprofits, government agencies, startups and private entities where he developed skills in leadership, strategic thinking, relationship building, and data analysis.  

In his current position, Lucas serves as the Economic Development Manager for Adams County, where he oversees the various programs and services for business attraction and retention while leading a team of four. Previously, Lucas worked for the Town of Erie as the Economic Development Manager where he focused on bolstering the entrepreneurial and small business ecosystem, downtown redevelopment, and mixed-use greenfield development. Lucas also worked for five years as the Senior Product Manager at Zayo Group where he oversaw a $60M annual revenue stream. Lastly, he is the co-founder of Fair Fiber, a social enterprise that sustainably and ethically brokers alpaca fiber. In his free time, he enjoys being in the mountains to ski and get out in nature.


Victoria Hafele

As the Business Development Officer, Victoria Hafele primarily focuses on business retention and expansion efforts and is responsible for developing and maintaining relationships with businesses in the unincorporated portions of Adams County. She ensures businesses have access to the information and resources they need to be successful. 

Victoria began her career in economic development in Kentucky after receiving her bachelor’s degree in economics from Northern Kentucky University. She has experience at the county-level in economic development with both EDOs and local government. She is passionate about the intersection between workforce and economic development, as well as the arts. Outside of work, Victoria is an aerialist and enjoys long walks with her dog, Wendel.

Ethan is a highly skilled professional with over a decade of experience collaborating with a diverse clientele, ranging from entrepreneurs to Fortune 500 companies. Holding an MBA from the University of Florida, he maintains a commitment to staying informed of the latest developments in economics and policy, ensuring a forward-thinking approach to economic development. Ethan's expertise spans product development, brand marketing, data analysis, business consulting, and project management.

With a comprehensive background, Ethan has successfully executed initiatives that attract investments, generate employment opportunities, and foster economic prosperity. His proficiency in data analysis enables him to leverage insights for informed decision-making processes. Ethan is recognized for his proven ability to engage stakeholders, fostering collaborative and community-driven efforts in his pursuit of impactful economic development strategies.


Brandan Slattery

Brandan has been the License Administrator for businesses of Adams County for almost a decade. Prior to Adams County, he worked in legal departments and licensing in other jurisdictions in the state of Colorado and multiple State of Colorado agencies.  Brandan also has over 20 years’ experience in different capacities at the Federal Government level.  This experience has enabled him to provide top notch service to the citizens of Adams County.

Outside of his county work, he enjoys hunting and fishing with his son and spending as much time as possible in the woods or on the lakes of Northern MN.  He is also not opposed to ample beach time in Hawaii, where he spent good portions of his adult life.  


Joaquin Flores

Joaquin has worked for Adams County for nearly ten years, in different divisions of the Community and Economic Development, and Community Safety and Well-being departments. In addition to code, planning, and state marijuana regulations experience, Joaquin created and developed the current Adams County licensing inspection program. He frequently partners with other law enforcement agencies to conduct his job, and has a working relationship with State MED, the Adams County Sheriff's Office, and Liquor and Tobacco Enforcement. 

A Colorado native and Adams County local, Joaquin enjoys family time and his faith outside of work.
