County Resources
Below is an overview of different departments and divisions that you may need to interact with when conducting business in Adams County. Whether you have questions about zoning, property taxes, or Health Department requirements, we'll help guide you to the most appropriate contact.
Business Licensing
We do not require a business license at the county level, however please consider registering your business to stay informed on news and updates as it relates to conducting business in Adams County. Learn more about the Business Registration Program.
Liquor License
Licenses or permits for the sale of alcoholic beverages are required in unincorporated Adams County. Colorado liquor and beer retail licenses are issued by both county and state licensing authorities. Learn more about liquor licenses.
Marijuana License
Adams County currently allows retail marijuana facilities only. This includes retail marijuana stores, retail cultivation facilities, marijuana infused product manufacturers (MIPS) and retail marijuana testing facilities. Please contact the Licensing Team to inquire about available marijuana licenses.
E-Permit Center
The E-Permit Center allows applicants to apply for development applications, permits, pay fees, upload documents for review and receive/answer comments online for all building permits and development applications. Visit the E-Permit Center.
Zoning
All properties within the unincorporated portions of the county are zoned. Zoning regulates which land uses are allowed and establishes rules for how property can be development (i.e. setbacks, height restrictions, etc.). Change in Use
A Change in Use permit establishes the use of the property and is required to ensure conformance with the county's development standards. If you have more questions regarding Change in Use, please email the Planner of the Day.
Building Permits

Adams County Health Department
The Environmental Health team can provide educational resources and assist businesses in understanding the requirements as it related to health and sanitation. Additional information, applications, and fees can be found on the Health Department's website.
